New York City (“NYC”)’s rent freeze for rent-stabilized apartments took effect on October 1, 2026. The NYC Rent Guidelines Board (the “Board”) approved a 0% increase for both one-year and two-year leases commencing between October 1, 2026, and September 30, 2027. This affects approximately one million rent-stabilized units across NYC. The freeze applies to covered leases and renewals beginning during that period and does not apply generally to market-rate apartments.
The freeze is now in effect while landlords continue to challenge the Board’s decision in court. The lawsuit alleges that Mayor Zohran Mamdani’s administration improperly influenced the independent Board’s process. The City maintains that the Board acted independently. A court recently ordered the production of communications between City Hall and Board personnel. The freeze, however, took effect while the litigation remains pending.
Owners and other stakeholders are encouraged to consider accounting for the 0% adjustment on covered leases while monitoring the pending litigation for any change to the Board’s determination.
