New York lawmakers are considering legislation that would expand state enforcement authority over building and housing codes at publicly owned properties. Introduced on September 30, 2026, S10713 would amend Section 14 of the New York Public Housing Law to authorize the Division of Housing and Community Renewal (“DHCR”) to enforce the State Uniform Fire Prevention and Building Code, the New York City Housing Maintenance Code, and related regulations, rules, and policies with respect to properties owned by local municipalities and housing authorities. The bill would also authorize DHCR to enforce other laws, rules, or regulations related to such properties. If enacted, S10713 would expand DHCR’s express enforcement authority over municipal and housing authority properties and would take effect 90 days after becoming law.
