On July 20, 2026, Pennsylvania Governor Josh Shapiro signed “An Act amending Title 68 (Real and Personal Property) of the Pennsylvania Consolidated Statutes, pr…” (“HB 858”) into law. HB 858 requires each county to establish and maintain a contact information list for non-owner-occupied real property. Owners of covered properties must provide contact information to the county chief assessor within 30 days of acquiring the property and update that information within 30 days of any changes. Business entities and limited liability companies must also designate an authorized individual who can address property maintenance and municipal code issues. Municipalities may access the list when reasonably necessary for property maintenance or code enforcement purposes, and counties may impose fines of up to $500 for knowingly providing false information or failing to maintain current contact information. Owner-occupied primary residences are exempt from the law. HB 858 is intended to improve communication between municipalities and owners of non-owner-occupied properties while strengthening local code enforcement efforts.
