On September 15, 2025, the Pennsylvania Housing Finance Agency (“PHFA”) issued a Request for Proposals (the “Notice”) for projects aimed at expanding affordable housing across the state and is backed by more than $85 million in funding from the Pennsylvania Housing Affordability and Rehabilitation Enhancement (“PHARE”) Fund. The PHARE Fund, established by Act 105 of 2010, is available for initiatives in all 67 counties and is supported by natural gas drilling impact fees and a portion of the Realty Transfer Tax. PHFA is responsible for administering the allocation of PHARE dollars. The 90-minute informational webinar took place on September 23, 2025, and a recording will be made available. The Notice directs eligible organizations to the PHARE portal, sets clear instructions and deadlines that support housing affordability statewide.
